Born October 27, 1931 in Philadelphia, he was a son of the late William J. and Sophie Marie (Figenshu) Reynolds, Sr.
He attended West Catholic High School in Philadelphia Class of 1949 and graduated from West Chester University with his bachelors in Education 1957. He also contributed to Handbook to the Baptist Hymnal (1992), consulted for The Sacred Harp (1991 edition), and wrote a history of music at Southwestern Seminary, The Cross & the Lyre: The Story of the School of Church Music (1994). Billy was a faithful member of Pine Hill United Methodist Church where he served on numerous committees.
